"ABCD is necessary but not sufficient condition for trans formative social change" in the book "When People Care Enough to Act" the late Henry Moore stated " There is no one we do not need" citizens, government, nonprofits and community leaders are all needed for social change, which should be lead by citizens while institutions should give them the tools that they need to do the work.
