tomatoprocessingplant.jpgIn every year there are huge production of crops and vegetables in many countries. Developed countries utilize all of their production, but it is difficult for the developing and underdeveloped countries. Poor economy, lack of proper planning, corruptions, waste of money, political unrest etc. are the main obstacles for those countries.

In Bangladesh, every year, farmers produce a large amount of crops and vegetables in several places. But many times they don't get the logical price of their productions because of lack of sufficient market linkage and storage facilities in every rural area. In many countries, like Bangladesh, there are lack of sufficient storage facilities like Warehouse, Cold Storage, etc. for properly preserving the crops, vegetable and fruits in every rural area. Also the farmers don't know the economically profitable alternative technology of preserving a system of those food items. There are some Warehouse, Cold Storage, Food preserving and processing zone, etc. in those countries, but many of them are totally unusable and some have poor maintenance and others are owned by the middlemen. In addition, corruptions are one of the main problems of those countries.

For that reason, when the farmers produce the huge number of crops, vegetable, fruits, etc. they can't preserve these specially the products get rotten. So, either those products are destroyed or rotten or the farmers sell those products to the middle man in a very low price at that time. Most of the time it is hard for them to earn the production cost. Though there are huge demands of those products in every area of a country, but the mischievous middlemen take the opportunity to buy those food items in a very cheap price. Because they know that there are no place and capacity of the poor farmers to store these products and have no market linkage and market access at that time. On the other hand, at first the middle men store those food items in their Warehouse and Cold Storage, some of them are processed and the rest amount are sold in the demanding areas of cities and towns in high price by making an artificial crisis of foods.

In this way, many farmers can't make profit, though they produce huge amount of crops, vegetables, fruits, etc. Sometimes they can’t earn the real production cost and lose money. The customers also lose money. So, what we say- the curse of bumper production?

Like Bangladesh, farmers in many countries, sometimes show their agitation by throwing crops, vegetables, etc. on the road, sometime arrange procession, road block programs, etc. They demand to establish Warehouse, Cold Storage etc. for properly storing and preserving the crops, vegetable and fruits in every rural area. Many political parties, social organizations, civil societies, etc. support their movement rather than showing the solution. And the farmers and rural area-people do not know the power of their unity to solve all their problems by taking united initiatives.

coolfilmperspective.jpgEveryone knows that the developing and under developed countries have poor economy, which is the biggest obstacle of the countr's development. Several types of corruptions are another main obstacle of proper development. The Governments of those countries have no ability to do development work in every area at a time and because of several types of corruptions they also waste their money. So it is not possible for them to establish Warehouse, Cold Storage etc. in every rural area at a time.

But it is more than easy to the farmers and rural people to establish these types of storage in their area by taking unite efforts. They need not to wait for the Government’s initiatives! If they wish, they can be united, form a group or organization; create a social fund by collecting money from the local people. They can also collect several types of goods, materials and gradually gather social assets and saving money for creating big fund. They should do all works under that organization by creating policies and guidelines which are suitable and friendly for them. The local rich men, NGOs, social and business organizations can also help them by donating money, materials, etc. or giving them loans. After gathering necessary money they will establish Warehouse, Cold Storage, etc. in their area by using that fund. Voluntarily the educated and technology sound people, scientists should come to help them in establishing these types of storage house and food processing zone. They can also share and train them with the techniques of using alternative technologies for preserving the system of various types of food items. The Government can give them some financial and administrative supports; even it can give them usable land for establishing those types of storage houses. Every work should be done under a friendly policy framework. The users pay money for using it and also maintain it. Local NGOs or social organizations also create this type of establishment not for profit, but to help the poor farmers.

The Government of developing and underdeveloped countries, especially in Asia and Africa should encourage these types of social enterprises. The national and international NGOs, donors and voluntary organizations can aware the rural people to do it and encourage by supporting them; give them fund, technologies, materials, etc. Microfinance or financial institutions of those countries may give flexible loans with low interest rate to the social groups created by the farmers and rural people under a friendly loan policy. Also Government, NGOs and other social organizations should strengthen the value chain system and take initiatives to make market linkage for the rural farmers.editedIMG_8371.jpg

If local people in every rural area can be able to build these types of social groups and establish Warehouse, Cold Storage, food preserving and processing zone, etc. in their area and get the usable technology for preserving the system of various types of food items, then the total scenario will be changed. Farmers will get logical prices and preserve the excess productions. Even the customers of several places including cities and towns will buy those items in logical prices. No crops, vegetables, fruits and other food items will be destroyed and country will properly use their most of the production. The farmers will export their excess productions to the foreign countries by using the proper channel of Government. No farmer will lose their production cost. And they will always try to produce a huge amount of crops, vegetables, fruits etc.

The Government, national & local NGOs and civil societies should take awareness programs for the local people to do several types of development works by taking their own initiatives. They should know that they don’t need to wait for the Government, but by taking their own initiatives they can solve many social problems, they can create a better society, can eradicate poverty, do infrastructural development works etc.

Local community driven development initiatives can change local economy, can do more local development and in this the way the country will be developed smoothly!

108_blogs.jpg?width=695Very nice shiny morning. The hills show their natural beauty. Suddenly clouds have come and surrounded the whole area. After ten minutes, clouds have gone and everything gets clearly visible. It seems that the hilly area flourishing itself newly. Very nice moments for the travellers, come from the plane lands. But it is the common phenomenon of this hilly area named Sajek, the biggest union of Bangladesh, but very remote area of Rangamati district. It is adjacent of Mizoram, a nicest state of India.
When clouds have gone, five children, three of them are girls have come to visible; girls are blue dressed and boys are green dressed, climbing on a vertical hill. But where they are going?
Konglak Para is a small place of tribal people situate on a big hill heighten about 1800 feet from the sea level. There are two tribal groups live, one is Lusai and another is Pangkhoya. The Pangkhoya is one of the most dissolving tribal societies of Bangladesh and India as well.
There is a tin-shade house in the last side of Konglak Para, which is almost broken. The doors and windows have destroyed; everything is open and many holes on the roof top tin shade! The house is made by fence, but most of them are also broken. 109_blogs.jpg?width=400
Ohhhh!!! No, it is not an abandoned house. It is a Light House. A Light House of the remote hilly area. A School, named Konglak Government Primary School. Yes !!! Government Primary School !!! According to Primary Education Authority of Bangladesh, the Konglak Government Primary School (school code: 91414070208) established in 1966, but foundation of the school house created in 1965. There are only 46 students in class one to class five. All the students have come from Lusai, Pangkhoya, Tripura, Cakma etc tribal groups who live in Sajek. Though there are two teachers, but one is long leave, so now this school has one and only teacher named Sangpui Rose Merry Lusai, who teaches all students in one room. But how? She calls class wise group of students in front of her and teaches them and rest of the students have waited for their call. If any day she doesnt come in school, then the classes go to auto close. Not only that, most of the rainy days, the school goes to close because it is a very remote area, most of the students come from 3-5 K.M. far from here by foot, crossing many unfurnished and dangerous hilly roads. Also, in rainy day, water enters in the classroom and makes wet the students and their books. In other hand, in the normal day many students have absent due to work in crop cultivation works with their family members or other household works. It is 50 K.M. far from the nearest police station named Bagaichori. There is no primary school within 25-30 K.M. from it. For those reasons, the riches families of the tribal groups Lusai and pangkhoya of this area, sent their children to study in Mizoram (border is open for these two tribal groups) and now as well. It is true that the adjacent areas of Sajek which are in Mizoram are more develop than Sajek.
Though Bangladesh Government is running a Midday Meal Program for every primary school students to attract the students every day in classroom and to reduce the rate of dropped student from education, but it is very woeful that the students havent come to the cycle of this program!
The whole area of Sajek is one the most remote area of Bangladesh. Even, once upon a time there are no furnished roads here. But a few months ago Bangladesh Army has created a tourist spot here named Sajek Vally at Rui Lui para near Komnglak para and has made some roads to come here from Khagrachori, another hilly district of Bangladesh. For that reason, the deceived people of Sajek now get some roads. The Border Guard of Bangladesh (BGB) has made Ruilui Junior High School at Ruilui Para, where students read in class six to class eight. After finishing class eight lessons if they want to read more, then they have to go to Bagaihat High School about 20 K.M. distance from here. Once they went here by foot, but now they can go by jeep, though the jeep are not available yet.
There are thousands of schools in Bangladesh and most of them are Government schools. Many of them are in very remote area. Whereas Bangladesh is a developing country, it is very difficult to develop every area and every school at a time. And, it is true that Bangladesh has developed many schools in various areas but Konglak Government Primary School is one of the very unlucky schools due its remote communication. Also, it is very sorrowful that Bangladesh Government didnt properly look after this 50 years old school.

They fenced the school house, repaired the roof, windows and doors etc. Hill areas have plenty of trees and we know local people can work hard, so if they wish they could develop this school house easily for their children. But as the same style of most of the area, the local people didnt take initiatives to develop it and until now they are waiting for the Government initiatives!
Not only Bangladesh, many developing and under developed countries of Asia, Africa and Latin America have the same circumstances. Poor economic conditions, socio-political problems, racial antagonism, unfriendly strategy for remote area etc., are the main obstacles of doing development works in those countries. Also, there are lacks of motivation of people participatory developments. People of those areas dont know how to use the own, social and natural assets. But we see that, there are many rich people have established many educational institutions unnecessarily in their locality for getting and enjoying so-called fame, although there are already one or more institutions and no needs for extra institutions in their localities! If the Government of those countries motivate and encourage those rich people to set up education institutions where needs and repair or develop any broken institution of rural and remote areas then it brings more effective development based results for the country, if necessary Government should creates new law or implements existing law about this matter .
To properly develop an education institution, an area also a country, both of Government and the local people should take several types of initiatives from their sites. They should not wait for one another. International and national Donors, Aid and Development Agencies should come to develop those areas and institutions.
So the question is what to do now?
Every country should have remote and rural area friendly development strategies and select and does some priority development. They need to categories some areas including education institutions for doing priority basis developments.
Government should start some programs for building human capital.
Governments, civil societies, NGOs etc can take campaign programs for building awareness for people participatory developments. They should motivate people for joining in the local development works.
Local people should also motivate themselves to take part in several types of local developments works from their sites. They can participate as their abilities. Some of them will give money, some give physical labours etc. They should not wait for Government initiatives, together they can do more assets based development works by proper using of their own and natural assets.
Children of many areas of many developing and under developed countries of Asia, Africa and Latin America including Bangladesh, same as the children of Sajek, are dreaming to be a Doctor, Teacher, Engineer, policy maker or renowned person in future by educating themselves and want to serve their communities and country by getting over the neglecting, deception and many obstacles they have faced now. Every day the sun rises over the hills, flourishing the nature, the Light Houses of the remote areas are also flourishing the dreams of the local children who are really disregarded. Involving local people in local development initiatives

79_blogs.jpgFew years ago people of a rural area of Anowara, a sub district of port city Chittagong, Bangladesh, sowed paddy plants in a road to protest the Government for not taking steps furnishing that road by bricks. They suffered long time by using that road but not interested to take their own unite initiatives furnishing the road. If the local people of that area wish to make the road usable for trafficking, they might be do this. But they could not try to use their brain and labor to do this; they waited for the Governments initiatives for long time. We know, when people make unity, they can do everything.

Also today, not only the people of Bangladesh, as well as the under developed and non-developed countries wait for the Governments steps for all types of development works. There are some places which have many roads not to fit for use, have no schools or some school destroyed by natural calamities or students studied in the open space under the open sky, some areas have no hospital or small health center, have poor infrastructure development etc. Whereas the economic conditions of those countries are not good and friendly due to do the all development activities in the whole country at a time and Government have no capability to do all the big and small development activities. People of those countries can be united and do some small developments work taking their own initiatives. They need not to wait for the Government and suffered for long time. Moreover, by doing this they can relief the Govt. and Govt. also get the opportunity to concentrate to the big infrastructure development.

Everyone knows that without infrastructure development, no country properly can alleviate poverty; also, business, export-import and every kind of government and non-government works cant go in the smooth way. However, everyone knows that infrastructure developments are the main factors of the economical growth for any country. If a country tries to upgrade their position from developing country to developed country, they must do the infrastructure development in their every area including rural areas. In addition, it should improve the political and social sensibility and atmospheres towards countrys development. We know that political problems and unfavorable mind of politicians and political organizations for countrys development are the prior problem for development activities of those countries. In many countries, these are the main obstacles of development.

From the beginning of the creation of human being, people have done everything as his/her needs. To survive, they searched food as like as developed their lifestyle, dwelling places and surroundings. Time to time they developed their communication and transportation system and improved their behavior and bold the relation with others. People did all of these according their needs. Specially, when people attempt to live together and being united and formed into social groups, then they have taken steps to develop their livelihood. In the ancient period, there were no states in the world. People did everything uniformly, worked for the various infrastructure developments, won the fears and dangers, made the incompetent path, walkways etc friendly for their use and innovated the new ways.

When the states began to form and run in the world, then people gradually desisted own self from the development works and didnt take own initiatives. Since then, the people have become depend themselves to the state and Government. Now the situation is that, however there is any necessity and sufferings in the local life, people dont want to take any initiatives for development activities, besides they wish to wait for the state or Government. If it takes so much time, nevertheless they wait for it. Now it goes to a critical problem for the developing and non-developed countries. People of those countries face many problems and fall in sufferings but havent taken any united development initiatives. Everyone knows that, there are many problems in developing and non-developed countries and their economic conditions are not good and have less skillful manpower. For that reason, they cant able to continue their development activities in all over the country and fails to develop more areas especially in rural areas.

Moreover, there are so many social and political problems. Corruption is also a main factor of less development of those countries. In one side, they have less ability to do development works in whole country to make up their necessity and in other side; they misuse money and make corruption in many cases. For that reason, the local development programs work slowly. However, people know this everything but dont be interested to take own or uniquely effort for development matters. Rather than they feel interest blaming the state. But, if they wish, they can uniformly do something for the state development. In the whole world, it is the time for Participatory Local Development and everyone gives priority to this. Many NGO, local and international development organizations try to build awareness about people participatory local development by arranging seminar, round table meeting, rally etc. But most of their programs are practiced in the capital or towns and more than less rural and village area people (user or consumer) have chance to participate in there. If there is any possibility for a rural area man to participate in any program like that, he has no exercise authority over the decision making and his opinion is not mandatory to influence the decision making process. If it is possible to start some small development works by engaging local people in mentally, physically and financially, the development programs run swiftly and it is more positive for the developing and non-developed countries to properly proceed the development works.

People especially youths of a country can play a vital role for development of their country. They can take initiatives for some small types of development activities. For that, peoples should be united at first and then take decision what should be done.

Suppose, in a rural area, there are need to repair or make a new road suitable for walk and traffic or an educational institution or dam in the bank of a river, or any other infrastructure development, people of those area can take unite effort to do this types of development program. They need to start a group, create a committee that is formatted by some honest men, teachers, social persons, good political men, students, service holders, labors and professional persons of every sector but free from any types of politics. One of them selected or elected for Convener, two co-conveners and others are member and one of the honest committee members would select for finance secretary. This committee must be accountable to the local people. All decisions should take by the local people to meet the local needs. They can select some senior peoples for advisory board.

At first, they need to find out the real problem or their needs; ready their plan and budget for solve this and how many peoples and days need to work there for finished that work. Some people give land (if searched, we find out many persons who are interested to donate their land for a better work in every area) and equipments and materials (which are useful for those development program), some people shared and contribute money as his or her ability, some work mentally and physically etc. This group or committee collects labor, money and equipments from those areas peoples/inhabitants. If a group of people of a area take unite and good initiatives for their local development than most of the inhabitants support it and try to involve themselves in this types of development programs for solve their own needs.

Our youths can play a big role to take initiates for such types of development programs. They can encourage the local people to start a thus types of programs and unite them. NGOs, social organizations and Government also can encourage local people through increase their consciousness and build awareness publicizing about this matters.

If it is possible to start some small development works by engaging local people in mentally, physically and financially, the development programs run swiftly and it is more positive for the developing and non-developed countries to properly proceed the development works. And by doing this they can relief the Govt. and Govt. get opportunity to concentrate for big infrastructure development. Economical growth and human development indicators increase swiftly by this ways when people of those countries involve themselves in the development activities. It can help to continue the good relationship among the all-local peoples. We should think about it and work for it and take proper initiatives to build up awareness for that like Participatory Local Development and propagating its positive result, advantage and effectiveness; local people will cordially receive it and involve themselves to success thus types of initiatives.

Every morning one lady bike rider passes me when my bus gets stuck in the jam on the way to my office. She goes ahead to her destination by driving her Scooty easily and naturally on the wide and narrow spaces on the road as like as a man. Every day when I see her I give her a salute and admire her courage because it is Bangladesh, a moderate Islamic country by the constitution, where a big part of the people do not support from their mind to let the women go out from home for working purposes and open their identity to other men. They wish to detain their women, sister or daughter in the home and against doing their job, then this is too far for the woman wishes to drive a bike or scooty at this like of society and environment. So that, every day she faces odd looking and bad comments deliberate by many narrow minded people. Though I feel proud of her and hope that by seeing her so many women come out from their home and lead their lives independently, sometimes I also feel panicky for that lady bike rider and pray for her not to attack by the fundamentalists. Yes, I salute you, lady.

The women of many countries in the world especially in some countries of Middle East Asia including Saudi Arabia, Iraq, Iran, Afghanistan, Pakistan etc. have several types of religious and state restrictions to dissuade them from independence and rights. In the comparison with those countries women Bangladeshi women already go far ahead to acquire their rights. They come out from their home for work; they earn money by giving labor, some of their service holders, some businesswomen and they have played vital role in their familys economic development as well as the countrys economy. In Bangladesh, there are many government, non government organizations and foreign donor and aid organizations who are working for women development, which are not possible in many conservative countries. And it is not new but very rare that a woman drives her bike or car in Bangladesh. Some brave hearted woman individual drive their own vehicle. BRAC and some other NGOs have appointed some women drivers for their official vehicles, some women NGO workers are doing their job related works and going job areas by cycle.

But what is the real situation of the most women of every non developed, developing and conservative country even also in developed countries? Are all of them able to come out from home bounds?

In comparison with the city women the village women are falling back in many cases. The city women get more benefits of modern education and livelihood than the village women. The village women are deceived from developed services. They have very little knowledge about their rights. Their world is too small. It is not only applicable for the women but also for all the village people. But why? In my views some of the reasons are government and societys conservative mentality, the financial crisis of the state, city orientated development activities of NGOs. Most of the government, non government and international donor and aid organizations have mainly city based activities. They arrange most of their development based and awareness building programs, seminars, national-international conferences, several types of events, skill building programs etc in big cities but not in village or remote areas. So, where are the chances for village people to know and be aware about their rights and get modern advantages? It is true that, though microfinance organizations give the advantages of lending money to the women for their financial solvency but they have no significant role and programs to aware them about their rights and economic independence. Everyone should note these for future decisions about womens development programs because these are not only happen in non developed and developing but also in many developed countries and their societies.

Conservatives, several types of social and religious dictums, superstitions etc. are also big obstacles for womens development and empowerment. Many countries and societies have these problems and the women of those societies are falling back than other societies, because there are no scopes created by conservative governments and societies for the NGOs and international aid organizations for working on womens development. And it is true that every country, both develop and non developed, has many conservative families who are so sensitive for their women!!!!

We know that economic independence is the main key for obtaining rights and empowering them. But, are those women get full economical independents who are earning money? Is my lady bike rider economically independent? I dont know!!! But you, everyone agrees with me that, all women expect some of them, are not economically independent even though they play a vital role in their family and countrys economic development.

So, what should be done?

For womens development and empowerment, those women who are pulling down the circle of conservative dictums can play a better role to bring out others. Also rights based awareness and several types of skill building programs can play effective roles for empowering them in every society. Government, non government and international donor and aid organizations should take several types of awareness building and development programs not only in big cities but also in villages, remote areas and small cities. Government should take initiatives to give modern education and develop the livelihood of village and remote areas. International and developed countries should create pressures to the conservative governments and give donations to the non developed and developing countries for women development. Everyone knows that a woman can play a vital role for the good and humanitarian development of her child. We also know, in future a bad child would be a thorn for develop and moderate counties by doing destruction works. So, developed countries should be aware about this and play more roles for women development in those countries.

Hope, one day, maybe we will not wondering seeing many ladies going to their destination by driving their own bike or car, it will seem very natural.

Many Donor organizations and countries of the world have been donating or lending billions of money as aid for long time in many third world countries and underdeveloped and developing countries for organising various types of social and economical development programs including poverty alleviation. Many countries do their development works by using the foreign assistance. There are many NGOs and Government Organizations establish for doing various types of development activities including poverty alleviation programs or works. We know, the aid expectant organizations prepare several project proposals and generally donor organizations or countries approve those proposals doing some changes or not to do any changes and give them fund, donation or debt to implement those programs/projects. After getting fund, those organizations or authorities try to finish their project within the project tenure and they publish a beautiful and good looking (successful!!!) project completion report and send it to funding organizations and many others organizations and authorities desiring further assistance for upcoming another projects.

But what are the roles of fund raiser organizations or authorities in the time of project implementation??????

Only doing MONITORING works or show some pattern of monitoring activities!!!!!!!!!!!!

What are the results of those projects? What are the achievements? In which purpose Donors give the funds? Have the implementers successfully completed those projects? What are the outcomes? Are those completed projects or programs bringing positive and helpful results for the related people, societies and the countries? What are the real pictures of our poor and non developed countries?

There are many questions arrive. Years after years, Donors have been funding huge amount of money in many countries for various types of social and economical development matters including poverty alleviation. In spite of huge amount of donations, debts, aid and foreign assistance, yet there are no rational achievements of desired results in most of the foreign assistance taking countries. It is true, if the disbursed money and other assistance used in precise way and the donors and projects implementers gave their 100 % efforts to catch the expected projects goals and worked for bringing positive results for man kind, also for the society and countries, then there were some positive outcomes must be come in those countries. But the real pictures are not like that.

Where are the problems? Corruption is a common word and easy process to do in the developing and under developed country. Is it true there are various types of problems in NGO management and corruptions are already entered in there?

Or, what? Unskilled country offices of Donor agencies? I want to believe that our every branch of our donor agencies is skilled.

Maybe our honourable Donor organizations and countries never search the answers of those questions!!!! Disbursing only huge amount of money as voluntary perspective is not the greatest work, but when that money help to improve the current circumstances of the target people and related society and area then the action of Donors come as a true greatest work.

But when the assistance of Donors cannot bring the proper results for which they disbursed fund, then we should rethink about it. Our honourable Donors should rethink and rearrange their actions for poverty alleviation and several types of social and economical development works in the developing and under developed countries. Their assistance should not bring fruitless results; they should gain their expected results for man kind and creating a better world for all by their successful efforts.

There are only 46 students in class one to class five. All the students have come from Lusai, Pangkhoya, Tripura, Cakma etc tribal groups who live in Sajek. Though there are two teachers, but one is long leave, so now this school has one and only teacher named Sangpui Rose Merry Lusai, who teaches all students in one room. But how? She calls class wise group of students in front of her and teaches them and rest of the students have waited for their call. If any day she doesnt come in school, then the classes go to auto close. Not only that, most of the rainy days, the school goes to close because it is a very remote area, most of the students come from 3-5 K.M. far from here by foot, crossing many unfurnished and dangerous hilly roads. Also, in rainy day, water enters in the classroom and makes wet the students and their books. In other hand, in the normal day many students have absent due to work in crop cultivation works with their family members or other household works. It is 50 K.M. far from the nearest police station named Bagaichori. There is no primary school within 25-30 K.M. from it. For those reasons, the riches families of the tribal groups Lusai and pangkhoya of this area, sent their children to study in Mizoram (border is open for these two tribal groups) and now as well. It is true that the adjacent areas of Sajek which are in Mizoram are more develop than Sajek.

Though Bangladesh Government is running a Midday Meal Program for every primary school students to attract the students every day in classroom and to reduce the rate of dropped student from education, but it is very woeful that the students havent come to the cycle of this program!

The whole area of Sajek is one the most remote area of Bangladesh. Even, once upon a time there are no furnished roads here. But a few months ago Bangladesh Army has created a tourist spot here named Sajek Vally at Rui Lui para near Komnglak para and has made some roads to come here from Khagrachori, another hilly district of Bangladesh. For that reason, the deceived people of Sajek now get some roads. The Border Guard of Bangladesh (BGB) has made Ruilui Junior High School at Ruilui Para, where students read in class six to class eight. After finishing class eight lessons if they want to read more, then they have to go to Bagaihat High School about 20 K.M. distance from here. Once they went here by foot, but now they can go by jeep, though the jeep are not available yet.

There are thousands of schools in Bangladesh and most of them are Government schools. Many of them are in very remote area. Whereas Bangladesh is a developing country, it is very difficult to develop every area and every school at a time. And, it is true that Bangladesh has developed many schools in various areas but Konglak Government Primary School is one of the very unlucky schools due its remote communication. Also, it is very sorrowful that Bangladesh Government didnt properly look after this 50 years old school.

In another side, local people could take initiatives to develop this school. They fenced the school house, repaired the roof, windows and doors etc. Hill areas have plenty of trees and we know local people can work hard, so if they wish they could develop this school house easily for their children. But as the same style of most of the area, the local people didnt take initiatives to develop it and until now they are waiting for the Government initiatives!65_blogs.jpg?width=400

Not only Bangladesh, many developing and under developed countries of Asia, Africa and Latin America have the same circumstances. Poor economic conditions, socio-political problems, racial antagonism, unfriendly strategy for remote area etc., are the main obstacles of doing development works in those countries. Also, there are lacks of motivation of people participatory developments. People of those areas dont know how to use the own, social and natural assets. But we see that, there are many rich people have established many educational institutions unnecessarily in their locality for getting and enjoying so-called fame, although there are already one or more institutions and no needs for extra institutions in their localities! If the Government of those countries motivate and encourage those rich people to set up education institutions where needs and repair or develop any broken institution of rural and remote areas then it brings more effective development based results for the country, if necessary Government should creates new law or implements existing law about this matter .

To properly develop an education institution, an area also a country, both of Government and the local people should take several types of initiatives from their sites. They should not wait for one another. International and national Donors, Aid and Development Agencies should come to develop those areas and institutions.

So the question is what to do now?

  • Every country should have remote and rural area friendly development strategies and select and does some priority development. They need to categories some areas including education institutions for doing priority basis developments.
  • Government should start some programs for building human capital.
  • Governments, civil societies, NGOs etc can take campaign programs for building awareness for people participatory developments. They should motivate people for joining in the local development works.
  • Local people should also motivate themselves to take part in several types of local developments works from their sites. They can participate as their abilities. Some of them will give money, some give physical labours etc. They should not wait for Government initiatives, together they can do more assets based development works by proper using of their own and natural assets.

Children of many areas of many developing and under developed countries of Asia, Africa and Latin America including Bangladesh, same as the children of Sajek, are dreaming to be a Doctor, Teacher, Engineer, policy maker or renowned person in future by educating themselves and want to serve their communities and country by getting over the neglecting, deception and many obstacles they have faced now. Every day the sun rises over the hills, flourishing the nature, the Light Houses of the remote areas are also flourishing the dreams of the local children who are really disregarded. Every morning one lady bike rider passes me when my bus gets stuck in the jam on the way to my office. She goes ahead to her destination by driving her Scooty easily and naturally on the wide and narrow spaces on the road as like as a man. Every day when I see her I give her a salute and admire her courage because it is Bangladesh, a moderate Islamic country by the constitution, where a big part of the people do not support from their mind to let the women go out from home for working purposes and open their identity to other men. They wish to detain their women, sister or daughter in the home and against doing their job, then this is too far for the woman wishes to drive a bike or scooty at this like of society and environment. So that, every day she faces odd looking and bad comments deliberate by many narrow minded people. Though I feel proud of her and hope that by seeing her so many women come out from their home and lead their lives independently, sometimes I also feel panicky for that lady bike rider and pray for her not to attack by the fundamentalists. Yes, I salute you, lady.
The women of many countries in the world especially in some countries of Middle East Asia including Saudi Arabia, Iraq, Iran, Afghanistan, Pakistan etc. have several types of religious and state restrictions to dissuade them from independence and rights. In the comparison with those countries women Bangladeshi women already go far ahead to acquire their rights. They come out from their home for work; they earn money by giving labor, some of their service holders, some businesswomen and they have played vital role in their familys economic development as well as the countrys economy. In Bangladesh, there are many government, non government organizations and foreign donor and aid organizations who are working for women development, which are not possible in many conservative countries. And it is not new but very rare that a woman drives her bike or car in Bangladesh. Some brave hearted woman individual drive their own vehicle. BRAC and some other NGOs have appointed some women drivers for their official vehicles, some women NGO workers are doing their job related works and going job areas by cycle.
But what is the real situation of the most women of every non developed, developing and conservative country even also in developed countries? Are all of them able to come out from home bounds?
In comparison with the city women the village women are falling back in many cases. The city women get more benefits of modern education and livelihood than the village women. The village women are deceived from developed services. They have very little knowledge about their rights. Their world is too small. It is not only applicable for the women but also for all the village people. But why? In my views some of the reasons are government and societys conservative mentality, the financial crisis of the state, city orientated development activities of NGOs. Most of the government, non government and international donor and aid organizations have mainly city based activities. They arrange most of their development based and awareness building programs, seminars, national-international conferences, several types of events, skill building programs etc in big cities but not in village or remote areas. So, where are the chances for village people to know and be aware about their rights and get modern advantages? It is true that, though microfinance organizations give the advantages of lending money to the women for their financial solvency but they have no significant role and programs to aware them about their rights and economic independence. Everyone should note these for future decisions about womens development programs because these are not only happen in non developed and developing but also in many developed countries and their societies.
Conservatives, several types of social and religious dictums, superstitions etc. are also big obstacles for womens development and empowerment. Many countries and societies have these problems and the women of those societies are falling back than other societies, because there are no scopes created by conservative governments and societies for the NGOs and international aid organizations for working on womens development. And it is true that every country, both develop and non developed, has many conservative families who are so sensitive for their women!!!!
We know that economic independence is the main key for obtaining rights and empowering them. But, are those women get full economical independents who are earning money? Is my lady bike rider economically independent? I dont know!!! But you, everyone agrees with me that, all women expect some of them, are not economically independent even though they play a vital role in their family and countrys economic development.
So, what should be done?
For womens development and empowerment, those women who are pulling down the circle of conservative dictums can play a better role to bring out others. Also rights based awareness and several types of skill building programs can play effective roles for empowering them in every society. Government, non government and international donor and aid organizations should take several types of awareness building and development programs not only in big cities but also in villages, remote areas and small cities. Government should take initiatives to give modern education and develop the livelihood of village and remote areas. International and developed countries should create pressures to the conservative governments and give donations to the non developed and developing countries for women development. Everyone knows that a woman can play a vital role for the good and humanitarian development of her child. We also know, in future a bad child would be a thorn for develop and moderate counties by doing destruction works. So, developed countries should be aware about this and play more roles for women development in those countries.
Hope, one day, maybe we will not wondering seeing many ladies going to their destination by driving their own bike or car, it will seem very natural.

New thinking about Participatory Local Development

43_blogs.jpgFew years ago people of a rural area of Anowara, an upazila of Chittagong, Bangladesh, was sowing paddy plants in a road to protest the Government for not taking steps for furnishing these road by bricks. They suffered long time by using these road but not interested to take their own unite initiatives furnishing the road. If the local people of these area, wish, they came unite and might be usable the road for trafficking. But they could not try to use their brain and labor to do this, they waited for the Government for long time. We know, when people make unity, they can do everything.

Also today, not only the people of Bangladesh, as well as the under developed and non-developed countries, wait for the Governments steps for all types of development works. There are some places have many roads not to fit for use, no schools or destroyed by natural calamities or students studied in the open sky, some areas have no hospital or small health center, poor infrastructure development etc.

Everyone knows that, there are many problems in developing and non-developed countries. Their economic conditions are not good, have less skillful manpower and the Government of those countries have no capability to do all the big and small development activities at a time. Also they cant able to continue their development activities in all over the country and fails to develop more areas especially in rural areas. Moreover, there are so many social and political problems. Corruption is also a main factor of less development of those countries. In one side, they have less ability to do development works in whole country to make up their necessity and in other side; they misuse money and make corruption in many cases. For that reason, the local development programs work slowly. However, people know these but dont be interested to take own or uniquely effort for development matters. Rather than they feel interest blaming the state. If the people of those countries united do some small development works by taking own initiatives. They need not to wait for the Government and suffered for long time. And by doing this they can relief the Govt. and Govt. get opportunity to concentrate for big infrastructure development.

In the whole world, it is the time for Participatory Local Development and everyone gives priority to this. Many NGO, local and international development organizations try to build awareness about people participatory local development by arranging seminar, round table meeting, rally etc. But most of their programs are practiced in the capital or towns and more than less rural and village area people (user or consumer) have chance to participate. If there is any possibility for a rural area man to participate in any program like that, he has no exercise authority over the decision making and his opinion is not mandatory to influence the decision making process.

If it is possible to start some small development works by engaging local people in mentally, physically and financially, I think the development programs run swiftly and it is more positive for the developing and non-developed countries to properly do the development works. There would be several options for the local people to participate in the whole program as he or she can. Some people contribute money, some work mentally and physically and some give land or equipments (which are useful for those development programs). For example, to make or repair a local road or school building or dam in the bank of a river, local people cordially participate in this work if they have positive awareness about the result of Participatory Local Development.44_blogs.jpg

I believe that, if Government, NGO, local and international development organizations, blog forums etc take proper initiatives to build up awareness for that like Participatory Local Development and propagating its positive result, advantage and effectiveness; people will cordially receive it and try to participate. Our Government, NGO, local and international development organizations, blog forums etc should take and replace these programs by changing their existing programs. Moreover, if it possible to do, local people obviously accept it and engage own self.

Repeatedly I want to say that, if local people be unified and involved themselves they can easily do the development works in their own area. So, people should be aware about these type participatory development initiatives. At first, it is needed to make a combined plan. And it should be non political but open for all. The main theme of this plan will be ensure the unity of the people of related area and their presence in the development program by contributing money, wealth, labor, land, equipments etc. There will be an option for the Government or states help but not mandatory. People will take all the initiatives as their own needs. Our Government, NGO, local and international development organizations, blog forums etc will be able to build awareness about it, if they involved.
