I have found ABCD to work very well in small towns and rural communities. Conservative communities usually like the approach because it focuses on what we can do together with our assets before seeking outside help. My experience is that once a community brings its assets together and accomplishes some things, everyone begins to agree on how and where other institutions and government might be useful.
